“Training for new technology in aviation / Introducing new technology, tools and methodologies in aviation training”

ROME 28 JUNE 2019

CONCLUSIONS
  1. It is generally accepted that with the continuous increase in traffic and as aviation is a highly regulated industry, there will be increased demand on personnel as well as on training, which constitute an essential factor in the development of a safe air transport.
  2. In view of the continuous introduction of new technologies in the manufacturing of aircraft and other technical infrastructure, there is and will be a constant need to adapt training contents and ways of delivery by all training and education providers.
  3. Since the symbiosis of humans and new technology remains challenging, new pedagogy is required.
  4. Therefore, all training and education providers, will be faced with great challenges in order to be able to satisfy the increased demand for training.
  5. In addition to the training in new technologies for aviation professionals, consideration should be given also to training in aviation matters for technology developers.
  6. In developing new technologies and procedures for training, human factors such as, stress, anxiety, low quality working conditions and fatigue due to extensive working hours, have to be seriously considered.
  7. In support of all sectors of the industry, the following is a contribution to cope with these challenges:
    • introduction of new technology and procedures, which will make training more effective, while in parallel they will maintain compliance with international regulations and standards.
    • since aviation is by nature an international activity and the need to achieve as much as possible commonality in implementation of standards and recommended practices, there should be increased cooperation of the various stakeholders at regional and interregional level.
    • whilst Associations like EATEO and AATO can play an important role in facilitating the required cooperation, global and regional Organizations like ICAO and EASA should encourage the strengthening of such Associations and cooperate/coordinate with them in a continuous and effective manner.
    • before delivering any aircraft and other equipment, manufacturers should ensure that the users receive adequate training and are certified accordingly
    • national, Regional and International Regulators, should develop appropriate oversight standards and recommendations as regards training requirements when a new technology is introduced, and conduct the necessary oversight functions . If additional training is required on how to conduct this oversight, ICAO and EASA should draw appropriate guidelines and /or regulations for the national authorities
