AGREED CONCLUSIONS
  1. The growth and improvement of civil aviation can make an important contribution, both direct and indirect, to the development of States.
  2. The primary objective of all civil aviation stakeholders at international, regional and national levels should be to accommodate the continuous growth of air traffic while maintaining safety.
  3. The attainment of this objective requires among others the following:
    • coordinated development of ATM technologies
    • appropriate training of all technical, operational and management personnel involved in the provision of ATM
    • human factor issues should be considered an important element for an effective implementation of ATM policies and procedures
    • optimization of institutional structure for ATS provision
  4. Given the International nature and complexity of civil aviation, the encouragement of global and regional cooperation among all involved stakeholders is of paramount importance. The provision of technical cooperation/assistance by international organizations (e.g. ICAO, EASA and others) would facilitate the achievement of this objective.
  5. Particular attention to safety should be given in situations where civil aviation is negatively affected by regional conflicts and disputes.
    In these cases Air Traffic Management should adhere to the standards and regulations of international and regional aviation organizations.
